Yes you can make as many accounts as you wish on one console but each one of them has to have a Windows Live address linked to them. E.g: 3 XBL profiles = 3 different Windows Live addresses. But this is fine because it is free to create as many Windows Live addresses as you want.

You also get a bonus "Free 1 month Gold membership Trial" when you create a new XBL profile on your Xbox.
And no you do not have to keep paying for already made accounts that you no longer wish to use, they just get reverted to Xbox Live Silver (Free)

Yes you can but in order to play online multiplayer with games. you must pay for xbox live gold. the prices are as follows



1 month: $10 but you have 1 month trials on like 5 accounts when you first get it

3 month: $25

12 month (1 year) $50

You can have multiple online accounts, but you have to pay for each account. It will get expensive at around $50 dollars for a whole year of online service, but it is a great online network.
